CONTEXT
Within the Operations Department of MSF-Operational Centre Brussels (MSF-OCB), our Emergency Pool (E-pool) has as primary function to intervene directly and quickly with relevant medical activities in crisis situations such as conflicts, epidemics and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise.
The E-Pool consists of emergency coordinators and specialists based in Brussels as well as an E-Pool mobile team composed by 25 to 30 emergency responders – the Emergency Pool Mobiles (eMobiles) - coordinating emergencies and implementing activities in the countries of MSF intervention.
The eMobiles travel at short notice to any context where the E-Pool is leading interventions, and they undertake successive several short-term assignments between 6 weeks to 3 months though exceptionally, postings may extend beyond 3 months. In between assignments, they might be called to be ready for briefings, debriefings, report writing, trainings or work on specific transversal topics and tools.
You will be rapidly deployed for assignments up to 3 months and based 80% or more of the year in the countries of interventions; the rest of the time you might work remotely on some vertical finance files (or eventually during HQ visits). You will work in various contexts and cultures, from one mission to another, and show great adaptability and flexibility.
As Emergency Mobile Finance Coordinator (eMobile-FinCo) you will successively carry out short-term assignments in the countries of interventions led by the E-Pool in Brussels. Priority will be given to Finance Coordinator (FinCo) positions, but other Finance positions could also be covered to support more directly the project and the accountancy.
You are under the line management of the Finance Officer of the E-Pool. Depending on the assignment, you will be placed - during the period of assignment - under the responsibility of the Country Coordinator or Emergency Coordinator (EmCo). The Finance Officer of the emergency pool defines the priority of assignments.
MAIN RESPONSIBILITIES
Defining, coordinating and monitoring the implementation and management of finance strategies, policies, internal control and all financial administrative and legal issues in the mission, in line with the (emergency) context and operational challenges and MSF protocols, standards and procedures, in order to provide accurate, transparent, timely and reliable financial information to the organization and third parties on the allocation of resources in the projects.
Accountabilities:
· As an active member of the CMT and Epool, participating in the definition of the missions’ objectives and strategies in collaboration with the CMT and Hqs Epool, planning, implementing and monitoring the financial operational and budget needs, anticipating changes and challenges and planning accordingly, to ensure budgets are relevant and appropriate.
· Coordinating and ensuring the efficient management of the treasury including the whole accounting of the mission, to always ensure the smooth running of operations and maintaining as much control as possible on security risks. This includes among other things, defining minimum levels of cash, anticipating planned expenditures, managing local bank accounts and transfer of funds, managing contacts with banks and/or other financial institutions at mission level, and monitoring the payment of suppliers and staff salaries.
· Providing regular and adequate indicators to monitor the financial health of the mission and providing relevant cost analysis, regularly monitoring of expenses vs budget, analysing variances and suggesting corrective actions when needed. Being responsible for the recruitment and management, supervision and development of the finance team, including coaching, training, motivating and ensuring their capability. Sensitizing key executive staff such as coordinators, budget holders and relevant management on financial risks and the extent of their financial responsibilities.
· Under the guidance of Finance officer and EmCO, Assessing and mitigating the financial risks of the emergency mission and ensuring the implementation of a relevant mission organizational set up and a reliable internal control system, to meet all financial obligations while keeping financial ethics always respected within the mission.
· Ensuring proper implementation and respect of MSF policies and guidelines for emergencies, ensuring they are aligned with legal requirements and within the national legal framework, and designing or adapting relevant local policies, procedures and tools for optimized management of the mission's financial resources.
· Ensuring the proper application of HR policies and associated processes (recruitment, training, briefing/debriefing, evaluation, potential, detection, staff's development and internal communication) to ensure both the sizing and the amount of knowledge required for the finance activities.
· Coordinating and overseeing the monthly and yearly closing of accounts with the aim that the statement reflects the financial reality of the mission.
REQUIREMENTS
Education & Experience
· Degree in Finance / Management, Accounting, business administration or equivalent professional experience required
· Minimum 2 years international experience as a Finance Coordinator (FinCo) is mandatory
· Minimum 3 international MSF assignments in finance and accounting is required
· Previous experience in emergency interventions or in a Finance support position in the headquarters (HQ) is an asset
Languages
· Excellent written and spoken communication in English and French is mandatory
· Spanish, Portuguese, or Arabic is a strong asset

CONTEXT
MSF's mission is to alleviate suffering, promote health, and save lives. To achieve these goals, it is essential to uphold the highest standards of ethics and behavior. Staff providing aid to vulnerable populations are expected to adhere to a shared framework of values and responsible behavior, as outlined in the MSF Behavioral Commitments, which focuses on individual actions.
In 2023, the MSF Operational Center Brussels (OCB) resolved to transform its ethics and behavior management, previously handled by the Group for Advice and Research in Ethics and Conduct, into a Safeguarding Unit. This decision, aligned with the OCB General Assembly, the OCB Strategic Orientations 2020–2023, and the 'Review of OCB Behavior Systems' (finalized in December 2023 and approved in 2024), reflects the progress of safeguarding efforts across the MSF movement.
Following this decision, the 'Safeguarding Unit Transition' project, initiated in September 2024 and supported by a Project Manager, was launched in December 2024 with two objectives:
The main objective is to develop a Safeguarding Unit, a structure that is embedded in the General Directorate of the Operational Center Brussels and accountable towards the MSF Board with the following areas of responsibilities: Prevention, Case Management & Investigation, Policies and Strategies for both Headquarter and Field staff.
The specific objective is to transition from the Group for Advice and Research in Ethics and Conduct, which is the entity that since 2001 works as a multidisciplinary and independent group of associative and executive volunteers who receive and investigate complaints related to behavior and abuse in the field, to the Safeguarding Unit, in alignment with MSF Forms of Abuses and Inappropriate Behaviors IPOB July 2021 and Safeguarding Standards.
The development of the OCB Safeguarding Unit is and will be an ongoing process, foreseen to continue throughout the MSF OCB 2026-2031 Strategic Orientations with the ambition to include a phased integration in OCB to increase synergies and reinforce processes and procedures.
As Safeguarding Manager, you will play a key role in aligning MSF’s working culture with its values and principles, alongside the Safeguarding Lead. Reporting directly to the Safeguarding Lead, you will manage efforts to raise awareness, build capacity, and improve safeguarding practices across OCB missions. This includes engaging with senior management to implement safeguarding strategies, such as abuse prevention, establishing safe reporting channels, and creating a safe environment for staff, patients, and communities, in line with MSF Behavioral Commitments. You will also develop a safeguarding learning and development strategy, prepare reports and presentations, analyze safeguarding risk data, identify trends and concerns, monitor risk exposure and incidents, and ensure compliance with internal policies and regulatory requirements.
MAIN RESPONSIBILITIES
Implementation of the Safeguarding Frame and procedures:
· Ensure that implementation of the Safeguarding Frame in the local contexts. Ensure it is reviewed regularly and updated according to needs and gap analysis. Work closely with staff across OCB operations to implement the safeguarding policy and procedures and ensure that safeguarding is prioritized across all initiatives and functions.
· Develop and deliver training to all OCB staff annually and establish a program of ongoing capacity building for staff tailored to their specific work area.
· Ensure all recruits receive a safeguarding induction within their first month of employment.
· Support Field Coordination Teams to ensure robust risk assessments and risk management plans.
· Oversee the completion of an annual safeguarding assessment and provide a report summarizing progress, challenges and future objectives.
· Guide the design of community-based reporting mechanisms in OCB Projects in coordination with the Operational Department.
· Maintain continuous conversations with the Operational, HR, FRRIC, IT-Log, Supply, Communications and Medical Department on safeguarding needs and plans.
Overseeing reporting and response procedures:
· Ensure that reporting and response procedures are clear and well understood at the country level and within each initiative/product.
· Ensure that reporting procedures are clearly understood by staff, partners, contractors, visitors, and the beneficiaries themselves. This may include providing briefings, training, or developing dissemination materials, including safeguarding-friendly materials.
· Ensure safeguarding concerns are documented and regularly analyzed to inform organizational learning and improve safeguarding practice.
Advise on the design and development of new products and initiatives:
· Contribute to the design and development of new tools and initiatives to ensure that safeguarding measures are built to identify risks and mitigate measures in all activities
· Provide advice and support to staff developing media content and distribution platforms to ensure the protection of patients and communities is prioritized
· Guide the creation of a Community Reporting Mechanism
Develop and implement a Learning and Development (LnD)Strategy for safeguarding
· In collaboration with the OCB L&D department develop, initiate and implement a L&D strategy for the OCB safeguarding approach
· This includes the identification of the target population including cell/RST members and directors of the OCB Committee of Directors and the OCB Board
· Development of tools, modules and training to further the OCB safeguarding approach
Reporting and Data Collection
· Support the implementation of the current (and future) data collection tool/s in all project locations with support of the respective cells and RSTs
· Based on the various risk assessments carried out in projects, collect, aggregate and analyse risk data to identify trends and potential areas of concern
· Monitor and report on Safeguarding risk exposure and incidents, highlighting non/compliance with internal policies and regulatory requirements
· Prepare quarterly and annual reports on the safeguarding activities undertaken highlighting lessons learned and proposing future improvement plans

· Keep up to date with trends and developments in protection and safeguarding and disseminate key learning from policy, practice, and research to the wider team

As Emergency Pool Mobile Emergency Coordinator, you are responsible for MSF’s operational response in the mission. In collaboration with the desk, you define the mission operational strategy and coordinate MSF’s program. You monitor humanitarian and medical needs and represent MSF. You ensure compliance to MSF’s charter, ethical standards and policies as well as international and national laws and regulations to realize organizational objectives and reach quality targets for the programme.
Priority will be given to assignments in emergency interventions on Head of Mission positions, but other positions such as project coordinator or any position relevant to the successful candidate’s background could also be covered, should there be no Emergency Coordinator available and should it be needed. The Emergency Coordinator manages teams in the countries of intervention and will be managed by the Emergency Coordinator in Brussels.
MAIN RESPONSIBILITIES
· Monitor and analyse the political, security, humanitarian and medical situation in the country and in the area
· Identify/explore potential fields of intervention and define, implement, review and monitor response strategies based on needs and context. This should be done:
o In accordance with MSF's charter, policies, protocols and ethical principles with consideration for international and national laws
o In collaboration with the Project Coordinator, the rest of the field team, other MSF operational centres and health partners present in country and the Emergency Pool in Brussels
· Participate in timely exploratory assignments and situation assessments (defining medical operational priorities when needed) and the development of the project policy, budget review and project proposals.
· Close emergency interventions including ensuring adequate handover to other stakeholders if possible, drafting a capitalization report and archive all relevant files at the end of the intervention
· Be responsible for all security aspects of the mission including the definition and implementation of the security framework in the country
· Represent MSF towards external stakeholders (national authorities, NGO’s, donors, military organizations, media, etc.) notably to build MSF acceptance, negotiate terms and conditions for field operations and advocate for a timely response to medical and humanitarian needs
· Be responsible for the planning and coordination of human, material and financial resources to ensure swift implementation of emergency responses including scale up and scale down and the overall performance of the programme
· Lead the programme and the staff, providing a clear vision for the direction of the mission and bringing staff together to achieve the mission’s objectives. Coordinate, supervise, coach, support, and provide feedback to team members’ they line manage
· Ensure MSF acts as a responsible employer in terms of working conditions, reduction of security and health risks and safeguarding
· Ensure the internal and external flow of information to keep staff and headquarters timely informed about context and operations and raise awareness externally about medical and humanitarian concerns

RESPONSABLE PLAIDOYER VIH - RDC

CONTEXTE
En République Démocratique du Congo (RDC), Médecins Sans Frontières (MSF) intervient en collaboration avec le Ministère de la Santé en offrant des soins médicaux aux victimes de conflits et de violence, aux personnes déplacées ou encore à celles souffrant d’épidémies ou de pandémies comme le VIH/SIDA. Ceci, grâce à ses projets réguliers et ses équipes de réponse aux urgences. Ces dernières se tiennent prêtes à répondre sur l’ensemble du territoire en cas de flambée épidémique, de catastrophe naturelle ou de conflit.
En tant que Responsable Plaidoyer VIH, vous êtes supervisé(e) par le Coordinateur du Projet VIH de MSF Belgique, basé à Kinshasa, et travaillez en collaboration étroite avec tous les décideurs impliqués dans la gestion des projets VIH de MSF Belgique en République démocratique du Congo (RDC). Vous maintenez une vue d’ensemble claire des problématiques liées au VIH à l’échelle nationale.
Dans vos fonctions, vous coordonnez les activités d’analyse et de plaidoyer liées au VIH, en veillant à ce que les enjeux et priorités soient pris en compte dans les cycles de planification des principaux bailleurs de fonds, tels que PEPFAR, le Fonds Mondial et USAIDS. Vous jouez un rôle clé dans la communication stratégique et la défense des objectifs prioritaires pour les projets VIH en RDC.
RESPONSABILITES PRINCIPALES
Compréhension et analyse de la chaîne d’approvisionnement des intrants VIH/TB pour assurer leur disponibilité :
· Collecte de données en collaboration avec les équipes pharma et médicale des projets VIH de MSF
· Mise à jour et analyse d’un outil de suivi des ruptures d’intrants
· Analyses quantitatives et qualitatives sur la chaine d’approvisionnement des intrants
· Rédaction de documents de briefing, talking points et infographies
· Suivi et organisation de réunions avec les autorités, les partenaires de mise en œuvre et les organisations de la société civile
Comprendre et analyser l’évolution de l’environnement VIH/TB en RDC et des acteurs qui le composent :
· Influencer les autorités institutionnelles et les acteurs de la riposte de manière efficace
· Connaissance des acteurs institutionnels, des ONG’s, des organisations de société civile
· Mise à jour du mapping des acteurs à Kinshasa, du mapping des partenaires d’implémentation des subventions des bailleurs, participation aux ateliers d’élaboration des stratégies nationales touchant les PVVIH – analyse et compréhension fine de leur rôle respectif
· Analyse des financements internationaux et nationaux pour VIH/ TB. Rédaction d’un document d’analyse mettant en relief les gaps financiers et programmatiques de la réponse
Appui à la documentation et promotion des modèles de soins différenciés MSF identifiés comme prioritaire pour 2025-2026 :
· Reformulation et vulgarisation des données fournies par l’équipe médicale en charge de la documentation
· Réalisation d’enquêtes / collecte de témoignages auprès des patients concernant leur satisfaction
· Création de posters/infographies sur les modèles, organisation d’ateliers de partage d’expérience avec les partenaires et les bailleurs
· Intégration de ces modèles dans les notes de plaidoyer destinés aux bailleurs et au programme national
Suivi du processus de coordination des actions de plaidoyer vers des bailleurs du VIH (PEPFAR et Fonds Mondial) :
· Planification des nouvelles subventions : participation aux différentes grandes étapes de planification en tant qu’acteur médical VIH (en RDC et dans la région) – notamment pour la COP 25 de PEPFAR et le « replenishment » 2026 du Fonds Mondial
· Production de messages clés, briefing notes et documents de plaidoyer à destination des bailleurs pour mettre en lumière les gaps programmatiques et de financements.
· Participation aux réunions et événements clés avec les bailleurs, en collaboration avec les référents plaidoyers situés au siège de MSF
Suivi de la collaboration avec le Programme National Multisectoriel de la Lutte contre le Sida et les organisations de la société civile :
· Représentation de MSF et participation aux réunions avec les autorités et partenaires
· Organisation d’ateliers, et de campagnes de plaidoyer et communication sur le VIH, notamment à l’occasion de journées internationales
· Partage des expériences de MSF concernant des modèles de prise en charge ayant fait leurs preuves
· Coordination d’actions et de communication dans le cadre des « Journées Mondiales » contre le Sida et autres journées thématiques liés au VIH (ex : orphelins du VIH, 0 discrimination ….)
Suivi de l’implémentation des subventions en cours GC7 et COP23:
· Observations et collectes de données de terrain émanant des équipes MSF, collecte de témoignages des patients et des PVVIH et de l’Observatoire national des personnes vivants avec le VIH[CD1]
· Participation aux réunions de préparation, de suivi, de présentation des résultats trimestrielles et revues bi-annuelles et présentation des analyses des fins de subvention
Mise à jour et suivi global de la stratégie de plaidoyer de MSF sur le VIH :
· Mise à jour de la stratégie, des objectifs et des activités, en collaboration avec les équipes des projets VIH de MSF en RDC
· Soutien des équipes MSF dans la présentation des besoins, difficultés et recommandations des différents projets au niveau national dans les réunions sur le VIH
PRÉREQUIS
Éducation:
§ Formation universitaire niveau maîtrise, (anthropologie/sciences sociales/sciences politiques, droit, santé publique, études sur les questions de genre, protection) avec compétences rédactionnelles de premier ordre et excellentes capacités de recherche et d’analyse.
Expériences:
· Expérience d’un an de travail à l’international dans le plaidoyer médical est requise
· Expérience d’au moins 2 déploiements à l’international en ONGI est requise
· Expérience avec MSF est un atout
· Profil (para)médical est un atout
· Forte capacité d’analyse

MEDICAL OFFICER EPOOL

CONTEXT
Within MSF Belgium (OCB – Operational Center Brussels), the Emergency Pool (Epool) is part of the Operations Department. Our primary objective is to intervene with medical activities directly and quickly in crisis situations like conflicts, epidemics and natural catastrophes while guaranteeing the quality of interventions. As such, the Epool is in charge - anywhere, anytime – of monitoring and identifying crises that may arise.
The Epool consists of the head of Epool, 1 medical deputy head of Epool and 2 Emergency Coordinators (EMCOs) based in Brussels, as well as officers in logistics, pharma, supply, administration, HR and finance supporting the EMCOs in all emergencies. 25 to 30 emergency responders - i.e. MIO Mobile Implementing Officer.
Each EMCO manages 1 or 2 emergencies simultaneously, depending on the volume and complexity of the response. The EMCOs - whether medical or non-medical profile - work together with the medical deputy head of Epool and the medical officer to develop, review, implement, and monitor the medical strategy.
As the Medical Officer for the EPool, you will participate in all aspects of the medical/operational management of Epool interventions as well as supporting the coordination of team resources. You will support the Medical Deputy Head of the Epool and the Medical Coordinators to ensure the quality of the medical response.
MAIN RESPONSIBILITIES
Strategy Implementation Planning
- Co-design the Medical Operations (MedOps) strategy with the Emergency Co-ordinators (EmCo) and the Medical Deputy Head of Epool for emergency interventions, liaising with relevant medical referents for specific technical support
- Provide strategic input, leadership, and guidance to ensure plans are practical, achievable, and aligned with the medical priorities identified
- Ensure ongoing needs assessment throughout emergency interventions and support adaptation of projects according to both identified needs and MSF resources, aiming for prompt closure of interventions when no longer necessary to free up resources for further interventions
Strategic Oversight and Monitoring
- Ensure comprehensive monitoring and follow-up of the medical strategy implementation across Epool interventions through regular and ad hoc support to the medical team
Project Implementation
- Provide regular support to emergency MedCos and PMRs in the implementation and follow-up of projects in coordination with the Medical Deputy Head
- Offer ad-hoc support as needed, ensuring that MedCos and PMRs have the resources and assistance they need in agreement with the Medical Deputy Head
Quality of Care (QoC) Implementation
- Guide the medical teams in the programs to develop and enforce quality monitoring and improvement initiatives.
- Monitor the quality-of-care indicators, adapting to the emergency contexts to ensure standards remain high but aims are realistic
Medical Activity Analysis
· Monitor and analyze medical activities, ensuring data-driven decision-making in collaboration with the EmCOs and Epool team
- Review and analyze medical reports and data, providing constructive feedback and involving the medical referents and other Epool team members as necessary
- Propose improvements to existing management and follow up tools (dashboards and internal control mechanisms, etc.) that are user-friendly, effective and context adapted to enhance the oversight of emergency interventions.
- Support the compilation of medical data for monitoring, annual reports and typology
Medical stock strategy and Management
- Revise and validate medical orders within the agreed framework (budget, activity scope etc)
- Define medical stock management strategy and monitor its implementation (e.g., GSDP, SoPs etc) in collaboration with the Epool pharma MIO, supply officer and project teams
Human Resources Planning and Management
- Oversee the regular follow-up of HR needs of the missions, including the revision and planning of HR requirements and effective matching of staff, together with the HROs and Pool Managers
- Provide briefing and debriefing of key medical operations staff in the countries of intervention
- Gap-fill in projects or countries of intervention for E-Medco/PMR positions or participate in exploratory missions and emergency interventions as required
Budget Awareness
- Collaborate with the Epool team to ensure cost-awareness in medical decision-making, balancing quality of care with resource availability and emergency context
- Participate in emergency budget planning and management to ensure efficient allocation of resources to new and evolving emergency projects
Coordination with medical department:
- Engage with medical referents bilaterally or lead group discussions/working groups to support emergency projects in the field and enhance collaborative efforts between the Epool and Medical department
- Participate in medical department meetings, in relevant circles and in MedOps meetings, contributing to departmental strategies with updates from the programs, and delivering relevant information to the project teams
Transversal/Technical Files
- Work on transversal and technical files within the Epool remit (Data collection in emergencies, Epool intervention scenario planning, operational research in emergencies etc) within frameworks agreed with the Medical Deputy Head
Represent the Medical Deputy Head during absences or upon request, ensuring continuity of medical technical and strategic decision-making
REQUIREMENTS
Education & Experience
· Medical or paramedical/allied healthcare degree is mandatory
· Minimum 3 years’ medical team experience with MSF in several contexts
· Experience as Medical Coordinator with MSF
· Experience in MSF emergency interventions
· Master’s degree in public health/Epidemiology and/or basic knowledge of Humanitarian law is a strong asset
