CONTEXT

The medical department of MSF Belgium (OCB - Operational Center Brussels) plays a strategic role by defining the modalities of implementation of MSF’s medical strategy so that both coherence and quality can be safeguarded. Strategical support is given along the phases of the project cycle. It has a normative role and technical support function regarding implementation and follow-up of the projects. The medical department (MED) ensures knowledge transfer to the medical workforce and stimulates research and innovation by challenging current medical practices and scanning of new approaches.

It is composed of multiple specialists based across a network of units worldwide (Belgium, Brazil, Ivory Coast, Lebanon, Luxembourg, and South Africa) and works in close collaboration with operations, other OCB departments and MSF movement. We are also supporting the projects of MSF WACA.

Information & Knowledge Management (IKM) is part of the OCB strategic ambitions. The overall vision is for OCB to continue to build on a culture of capturing and sharing information and knowledge, enabling effectiveness in operations as well as individual and organizational learning. Because of its key role in undertaking a strong Information and Knowledge Management culture, the Medical Department will continue to improve Information and Knowledge Management.

The MED Information and Knowledge Manager is a member of the OCB COP Working Group and serves as the backup for the Technical Deputy Medical Director in the OCB IKM Steering Committee. This role includes collaborative interaction with the Learning & Development Unit, the Information and Communication Technology (ICT) department, and of course the head office - and project team users at the medical department.

As the Medical IKM officer, you ensure the application of a strong IKM culture in the medical department and is the team leader of the IKM group. The IKM group is composed of the Knowledge and Editing Officer and the Documentalist.

 

MAIN RESPONSIBILITIES

IKM – Med dept – Strategy and roadmap implementation

·       Update the roadmap of the MED IKM Strategy in collaboration with the IKM strategic group (composed of the medical director and the deputy directors)

·       Develop and implement the action plan for knowledge management and internal communication.

·       Review and monitor the IKM medical budget

·       Maintain exchange of info and ideas between the medical IKM strategy and the OCB IKM Steering Committee (SC) decisions through the Technical Deputy Medical Director who is part of the IKM SC

·       Coordinate the IKM Circle and establish priorities and agenda.

·       Lead the identification of missing procedures and IKM policies and responsible for the drafting and working with various stakeholders (responsible for ensuring finalization and validation of procedures, Standard Operating Procedures (SOPs) and policies)

·       Organise user’s consultation, feedback exercises and surveys, as needed.

·       Leads the IKM group – Line manages the Knowledge and Editing Officer and the Documentalist

Information & Knowledge Access

·       Keep an inventory of existing knowledge sources.

·       Identify new needs for information and knowledge development and ensure continuous improvement.

·       Maintain the medical knowledge base (active follow up of topic holders to make sure all relevant documents are up to date, as needed in the key languages – English, French, etc.)

·       Taxonomy – implementation and revision as necessary 

Knowledge storage

·       Definition of standards and processes (workspace/intranet templates and layouts, standard libraries, taxonomies, metadata and content-types, document inventories, access permissions, naming conventions etc.) 

·       Ensure proper Document Management in the department and provide guidance to the projects and the medical Department at the head Office

·       Support the definition of an archiving strategy (with the collaboration of the OCB IKM coordinator and SC) for MED department electronic records and MED field records stored in headquarters (hardcopies and softcopies) liaising with the OCB digital archiving project

·       Support data protection implementation and as needed the management of various data assets and data products in the medical department identified by the medical direction

Knowledge Sharing

·       Promote actively Community of practices (COP) and champion project-driven initiatives

·       Define the needs, and requirements for a Community of Practice for MED staff on the IKM topic. 

·       Promote collaborative methodologies to share knowledge (e.g. meetings using collective intelligence)

·       Guide and support technical advisors in all phases of their projects to develop dedicated Communities of practice

·       Management of the MED COP (also Med-Operations (OPS) COP) creating the dynamic, build a safe space for interactions to happen, keeping members motivated and on-board.

·       Provide guidance and advice on medical records management in projects to record management officers in projects

·       Through digital events, support initiatives that could enhance capacity building of members of the communities (eg. ARO Support Plan)

·       Brief and debrief medical staff on IKM  

o        Any new HQ Medical department

Internal communication

·       Plan, edit, and write content for the internal communication of the department (newsletter, news and events intranet page, etc.)

EMOBILE EMERGENCY COORDINATOR

CONTEXT

Within the Operations Department of MSF-Operational Centre Brussels (MSF-OCB), our Emergency Pool (E-pool) has as primary function to intervene directly and quickly with relevant medical activities in crisis situations such as conflicts, epidemics and natural disasters while guaranteeing the quality of interventions. It is also tasked with the monitoring and identification of crises that may arise. 

The E-Pool consists of emergency coordinators and specialists based in Brussels as well as an E-Pool mobile team composed by 25 to 30 emergency responders – the Emergency Pool Mobiles (eMobiles) - coordinating emergencies and implementing activities in the countries of MSF intervention.

The eMobiles travel at short notice to any context where the E-Pool is leading interventions, and they undertake successive several short-term assignments between 6 weeks to 3 months though exceptionally, postings may extend beyond 3 months. In between assignments, they focus on briefings, debriefings, report writing, trainings or work on specific transversal topics and tools.

 

As Emergency Pool Mobile Emergency Coordinator, you are responsible for MSF’s operational response in the mission. In collaboration with the desk, you define the mission operational strategy and coordinate MSF’s program. You monitor humanitarian and medical needs and represent MSF. You ensure compliance to MSF’s charter, ethical standards and policies as well as international and national laws and regulations to realize organizational objectives and reach quality targets for the programme.

 

Priority will be given to assignments in emergency interventions on Head of Mission positions, but other positions such as project coordinator or any position relevant to the successful candidate’s background could also be covered, should there be no Emergency Coordinator available and should it be needed. The Emergency Coordinator manages teams in the countries of intervention and will be managed by the Emergency Coordinator in Brussels.

 

 

MAIN RESPONSIBILITIES

·         Monitor and analyse the political, security, humanitarian and medical situation in the country and in the area

·         Identify/explore potential fields of intervention and define, implement, review and monitor response strategies based on needs and context. This should be done:

o   In accordance with MSF's charter, policies, protocols and ethical principles with consideration for international and national laws

 

o   In collaboration with the Project Coordinator, the rest of the field team, other MSF operational centres and health partners present in country and the Emergency Pool in Brussels

 

·         Participate in timely exploratory assignments and situation assessments (defining medical operational priorities when needed) and the development of the project policy, budget review and project proposals.

·         Close emergency interventions including ensuring adequate handover to other stakeholders if possible, drafting a capitalization report and archive all relevant files at the end of the intervention

·         Be responsible for all security aspects of the mission including the definition and implementation of the security framework in the country

·         Represent MSF towards external stakeholders (national authorities, NGO’s, donors, military organizations, media, etc.) notably to build MSF acceptance, negotiate terms and conditions for field operations and advocate for a timely response to medical and humanitarian needs

·         Be responsible for the planning and coordination of human, material and financial resources to ensure swift implementation of emergency responses including scale up and scale down and the overall performance of the programme

·         Lead the programme and the staff, providing a clear vision for the direction of the mission and bringing staff together to achieve the mission’s objectives. Coordinate, supervise, coach, support, and provide feedback to team members’ they line manage

·         Ensure MSF acts as a responsible employer in terms of working conditions, reduction of security and health risks and safeguarding

·         Ensure the internal and external flow of information to keep staff and headquarters timely informed about context and operations and raise awareness externally about medical and humanitarian concerns

With the transition from the Access Campaign to the new Access to Products for Healthcare (APH) structure, OCB and OCG will continue supporting key initiatives within the HIV and HCV portfolios that fall outside the ‘common priorities’ of the new model. In HIV, the focus will primarily be on expanding access to long-acting injectable antiretrovirals (ARV) for pre-exposure prophylaxis (PrEP). Meanwhile, in the Hepatitis C portfolio, efforts will center on securing access to direct-acting antivirals (DAAs) where operationally relevant. 

This work aligns with MSF’s strategic objective of ensuring equitable access to essential medicines and diagnostics during a period of transition of the Access Campaign to the new APH structure. Given OCB's leading role in HIV within MSF, a team will be set-up composed of an HIV & Hepatitis C Access Advocacy Manager, a pharmacist and a communication officer in SAMU (South African Medical Unit). This team will make the long-acting ARV’s (antiretroviral) and Hepatitis C commodities accessible to MSF patients and beyond. 

 

MAIN RESPONSIBILITIES 

External 

  • Follow-up on the negotiations with Viiv on access to CAB-LA for middle-income countries 

  • Ensure advocacy and communication around issues is planned in consultation with SAMU and the HIV Working Group 

  • Alongside SAMU, monitor trial results for lenacapavir as well as timelines for regulatory application Monitor Gilead commercial strategies for lenacapavir, particularly with regards to voluntary licensing  

  • Monitor trial results for lenacapavir as well as timelines for regulatory application alongside SAMU

Internal 

  • Prepare overviews on milestones achieved and challenges in access to long-acting PrEP and HCV DAAs for the pharmacist network and the MSF specific working groups (including presentations and briefing papers) 

  • Monitor and document the development and regulatory status of long-acting PrEP products and HCV DAAs in selected (low income, and low-middle-income) countries 

  • Participate and provide pharmaceutical input to the MSF HIV working group meetings, including presentations and updates from WHO or other technical/external meetings 

  • Support MSF projects in all pharmaceutical related issues for injectable PrEP 

  • Inform section and procurement centre pharmacists about relevant HIV PrEP issues, provide necessary support, and address their queries and requests 

  • Facilitate internal trainings and in regional symposia to promote access to quality assured HIV PrEP medicines 

  • Coordinate the data collection and analysis on injectable ARV medicines sources and prices required for MSF reports, as well as ‘ad hoc’ reports as needed

  • Provide technical input and review for the communications team and other members of the medical and operational teams needing support on publications, presentations and press releases as related to medicines

CONTEXT

The mission of the financial department is to ensure that the financial statements provide an accurate representation of the financial situation of MSF Belgium and to guarantee the optimal use of financial resources.

Médecins Sans Frontières Belgium is recruiting for the Environmental Health (EH) Unit an Environmental Health (EH) The EH Unit is part for the Medical Department, and this position will be seconded to the Emergency Pool. 

 

Within MSF Operational Center Brussels (OCB), the Medical Department provides strategic direction and technical leadership, committing to keeping up to date on innovations in health care. We share the responsibility of the operational choices and the responsiveness, and we are involved in the support of our project teams co-developing context-adapted medical-operational strategies and defining levels of care. The department also does normative work (e.g., developing guidelines, tools), supporting their translation (e.g., trainings, quality improvement, information knowledge management), and enabling operational research and innovative ideas. 

 

 

The Environmental Health objectives of MSF as defined today are: 

▪To support and promote good hygienic environments in medical infrastructures 

▪To define and support the implementation of EH strategies of immediate response in emergencies (especially, but not limited to, outbreaks and displaced populations) 

▪To promote and organize the preventive health aspects linked with water, hygiene, and sanitation of MSF programs in emergencies and in longer-term programs 

▪To contribute to MSF engagements on Climate, Environment & Health linked to operational adaptation and footprint reduction 

 

As the EH advisor in the EPool, you will be working under the daily functional management of the medical deputy EPool coordinator in order to develop relevant high impactful EH strategies and implement and/or support the implementation of EH activities in OCB’s emergency interventions in conflicts and in outbreaks 

 

MAIN RESPONSIBILITIES 

 

  • Participate in exploratory assignments and/or emergencies (in directly supporting project teams and/or via direct implementation), in early phases of the response 

  • In collaboration with the epool team, Contribute to the development of intervention strategies, activities and definition of resources (human resources and material and equipment) with project teams 

  • Provide technical and strategic support to assigned emergencies from Brussels and through project visits.  

  • Recruit and supervise the EH Mobile Implementation Officers permanently part of the Emergency pool workforce and coach EH field staff 

  • Monitor quality of programs through reports, (de) briefings, visits and communication with the projects and suggest adjustments when required. Provide advice on selection of EH personnel in accordance with the specialties required 

  • Contribute to the development of relevant tools (guidelines, evaluations and technical support documents), updating the intervention scenario and the emergency stocks 

 

 

Contribution to the MSF EH Unit overall vision and priorities 

 

The EH operational advisor will be part of the EH unit and will contribute to reaching the objectives of the EH Unit as defined within the Medical Department 

  • Contribute to the EH strategic orientation definition and its operationalization 

  • Participate in presenting MSF training modules. Participation in review and design of training will also be required 

  • Participate in representing the EH Unit internally and the organization externally from a EH/watsan perspective 

REQUIREMENTS 

 

Education & Experience 

  • Higher vocational education or engineer in the water, hygiene and sanitation sector, preferably Public Health Engineering or Environmental Health 

  • Minimum 3 years international experience with MSF or other INGOs in a coordination position in the field of emergency Water Hygiene and Sanitation  

  • Experience with outbreak response and public health emergency interventions 

  • Experience in Viral Hemorrhagic Fevers outbreaks is an asset 

  • Proven field expertise in the technical and human related aspects of the following topics: Water Supply – Excreta Disposal - Waste Water management - Waste Management - Vector Control 

  • Experience in defining, monitoring and evaluating EH-strategies/activities in Medical Programs is an advantage

RESPONSABLE PLAIDOYER VIH - RDC

En République Démocratique du Congo (RDC), Médecins Sans Frontières (MSF) intervient en collaboration avec le Ministère de la Santé en offrant des soins médicaux aux victimes de conflits et de violence, aux personnes déplacées ou encore à celles souffrant d’épidémies ou de pandémies comme le VIH/SIDA. ·         Reformulation et vulgarisation des données fournies par l’équipe médicale en charge de la documentation

·         Réalisation d’enquêtes / collecte de témoignages auprès des patients concernant leur satisfaction

·         Création de posters/infographies sur les modèles, organisation d’ateliers de partage d’expérience avec les partenaires et les bailleurs

·         Intégration de ces modèles dans les notes de plaidoyer destinés aux bailleurs et au programme national

 

Suivi du processus de coordination des actions de plaidoyer vers des bailleurs du VIH (PEPFAR et Fonds Mondial) :

·         Planification des nouvelles subventions : participation aux différentes grandes étapes de planification en tant qu’acteur médical VIH (en RDC et dans la région) – notamment pour la COP 25 de PEPFAR et le « replenishment » 2026 du Fonds Mondial

·         Production de messages clés, briefing notes et documents de plaidoyer à destination des bailleurs pour mettre en lumière les gaps programmatiques et de financements.

·         Participation aux réunions et événements clés avec les bailleurs, en collaboration avec les référents plaidoyers situés au siège de MSF

 

Suivi de la collaboration avec le Programme National Multisectoriel de la Lutte contre le Sida et les organisations de la société civile :

·         Représentation de MSF et participation aux réunions avec les autorités et partenaires

·         Organisation d’ateliers, et de campagnes de plaidoyer et communication sur le VIH, notamment à l’occasion de journées internationales

HIV/HEPATITIS C ACCESS ADVOCACY MANAGER

CONTEXT

The medical department of MSF Belgium (OCB - Operational Center Brussels) plays a strategic role by defining the modalities of implementation of MSF’s medical strategy so that both coherence and quality can be safeguarded. Strategical support is given along the phases of the project cycle. It has a normative role and technical support function regarding implementation and follow-up of the projects. The medical department ensures knowledge transfer to the medical workforce and stimulates research and innovation by challenging current medical practices and scanning of new approaches.

It is composed of multiple specialists based across a network of units worldwide (Belgium, Brazil, Ivory Coast, Lebanon, Luxembourg, and South Africa) and works in close collaboration with operations, other OCB departments and MSF movement. We are also supporting the projects of MSF WACA.

This work aligns with MSF’s strategic objective of ensuring equitable access to essential medicines and diagnostics during a period of transition of the Access Campaign to the new Access to Products for Health (APH) structure. Given OCB's leading role in HIV within MSF, a team will be set-up composed of an HIV & Hepatitis C Access Advocacy Manager, a pharmacist and a communication officer in SAMU (South African Medical Unit). Your team will make the long-acting ARV’s (Antiretroviral) and Hepatitis C commodities accessible to MSF patients and beyond.

MAIN RESPONSIBILITIES

  • Analyze political and policy trends at local, regional, and global levels to advise on new opportunities and threats related to HIV and Hep C strategic objectives

·       Lead the access team for long-acting ARVs and hepatitis C commodities, collaborating with SAMU medical advisors and Access to Products for Health (APH) colleagues to address technical, medical, and policy challenges, and develop advocacy strategies for HIV and Hep C objectives

  • Collaborate with medical operational colleagues and projects to develop and implement advocacy plans addressing access challenges
  • Conduct a mapping of civil society organizations and key stakeholders involved in HIV and Hepatitis C efforts
  • Serve as the functional liaison with Access to Products for Health (APH) for Civil Society Organization (CSO) engagement

MEDICAL OFFICER EPOOL

CONTEXT

Within MSF Belgium (OCB – Operational Center Brussels), the Emergency Pool (Epool) is part of the Operations Department. Our primary objective is to intervene with medical activities directly and quickly in crisis situations like conflicts, epidemics and natural catastrophes while guaranteeing the quality of interventions. As such, the Epool is in charge - anywhere, anytime – of monitoring and identifying crises that may arise.

The Epool consists of the head of Epool, 1 medical deputy head of Epool and 2 Emergency Coordinators (EMCOs) based in Brussels, as well as officers in logistics, pharma, supply, administration, HR and finance supporting the EMCOs in all emergencies. 25 to 30 emergency responders - i.e. MIO Mobile Implementing Officer.

Each EMCO manages 1 or 2 emergencies simultaneously, depending on the volume and complexity of the response. The EMCOs - whether medical or non-medical profile - work together with the medical deputy head of Epool and the medical officer to develop, review, implement, and monitor the medical strategy.

As the Medical Officer for the EPool, you will participate in all aspects of the medical/operational management of Epool interventions as well as supporting the coordination of team resources. You will support the Medical Deputy Head of the Epool and the Medical Coordinators to ensure the quality of the medical response.

MAIN RESPONSIBILITIES

Strategy Implementation Planning 

  • Co-design the Medical Operations (MedOps) strategy with the Emergency Co-ordinators (EmCo) and the Medical Deputy Head of Epool for emergency interventions, liaising with relevant medical referents for specific technical support
  • Provide strategic input, leadership, and guidance to ensure plans are practical, achievable, and aligned with the medical priorities identified
  • Ensure ongoing needs assessment throughout emergency interventions and support adaptation of projects according to both identified needs and MSF resources, aiming for prompt closure of interventions when no longer necessary to free up resources for further interventions

Strategic Oversight and Monitoring 

  • Ensure comprehensive monitoring and follow-up of the medical strategy implementation across Epool interventions through regular and ad hoc support to the medical team

 Project Implementation 

  • Provide regular support to emergency MedCos and PMRs in the implementation and follow-up of projects in coordination with the Medical Deputy Head
  • Offer ad-hoc support as needed, ensuring that MedCos and PMRs have the resources and assistance they need in agreement with the Medical Deputy Head

Quality of Care (QoC) Implementation 

  • Guide the medical teams in the programs to develop and enforce quality monitoring and improvement initiatives.
  • Monitor the quality-of-care indicators, adapting to the emergency contexts to ensure standards remain high but aims are realistic

 Medical Activity Analysis 

·       Monitor and analyze medical activities, ensuring data-driven decision-making in collaboration with the EmCOs and Epool team

  • Review and analyze medical reports and data, providing constructive feedback and involving the medical referents and other Epool team members as necessary
  • Propose improvements to existing management and follow up tools (dashboards and internal control mechanisms, etc.) that are user-friendly, effective and context adapted to enhance the oversight of emergency interventions.
  • Support the compilation of medical data for monitoring, annual reports and typology

 Medical stock strategy and Management 

  • Revise and validate medical orders within the agreed framework (budget, activity scope etc) 
  • Define medical stock management strategy and monitor its implementation (e.g., GSDP, SoPs etc) in collaboration with the Epool pharma MIO, supply officer and project teams

Human Resources Planning and Management 

  • Oversee the regular follow-up of HR needs of the missions, including the revision and planning of HR requirements and effective matching of staff, together with the HROs and Pool Managers
  • Provide briefing and debriefing of key medical operations staff in the countries of intervention
  • Gap-fill in projects or countries of intervention for E-Medco/PMR positions or participate in exploratory missions and emergency interventions as required

Budget Awareness

  • Collaborate with the Epool team to ensure cost-awareness in medical decision-making, balancing quality of care with resource availability and emergency context
  • Participate in emergency budget planning and management to ensure efficient allocation of resources to new and evolving emergency projects

Coordination with medical department:  

  • Engage with medical referents bilaterally or lead group discussions/working groups to support emergency projects in the field and enhance collaborative efforts between the Epool and Medical department
  • Participate in medical department meetings, in relevant circles and in MedOps meetings, contributing to departmental strategies with updates from the programs, and delivering relevant information to the project teams

Transversal/Technical Files 

  • Work on transversal and technical files within the Epool remit (Data collection in emergencies, Epool intervention scenario planning, operational research in emergencies etc) within frameworks agreed with the Medical Deputy Head

Represent the Medical Deputy Head during absences or upon request, ensuring continuity of medical technical and strategic decision-making

Au sein de l'équipe de collecte de fonds de MSF, le service des donateurs joue un rôle essentiel. Il sert de point de contact central pour les donateurs de MSF en ce qui concerne les questions relatives à leurs dons, leurs données personnelles, leur correspondance, etc. Le service des donateurs, composé actuellement de 4 personnes, forme ainsi le lien entre les interventions médicales de MSF d'une part et les personnes qui les rendent possibles d'autre part. 

En tant que Chargé·e de l'encodage au service donateurs, vous êtes sous la supervision du gestionnaire du service donateurs. Vous êtes responsable de la gestion et de la mise à jour précise de la base de données des donateurs.

 

 

RESPONSABILITES

Encodage des numéros nationaux

·   Introduire les numéros nationaux dans la base de données à la suite des informations reçues des donateurs en veillant rigoureusement à ce que le bon numéro soit bien attribué à la bonne personne

·   Gérer aux échanges d’informations avec les donateurs

 

Mise à jour de la base de données donateurs

·   Effectuer des adaptations dans la base de données pour donner suite aux demandes des donateurs, telles que des changements d’adresse, la vérification et la correction de coordonnées personnelles

·   Encoder les retours postaux

 

En fonction de l’évolution du secteur et des méthodes de récolte de fonds, de nouvelles tâches pourraient s’ajouter

Education & Expérience

·         Expérience en encodage, administration

·         Expérience en gestion des données

 

Compétences

·         Être précis

·         Méticuleux

·         Organisé

·         Proactif et avoir une rapidité d’action

 

Langues

·         Bonne maîtrise orale et écrite en français et néerlandais

·         Bonne maîtrise de l’anglais est un atout


CONDITIONS

·         Date de début : ASAP

·         Localisation : basée à Bruxelles

·         Type de contrat : Contrat à durée déterminée – Temps partiel (80%)

·         Durée du contrat : 12 mois

·         Salaire en fonction de la grille salariale MSF-OCB HQ

·         Chèques repas - Assurance hospitalisation (DKV) – plan pension – 100% remboursement des frais de transports en commun
